This association uses funds from copyright fees to give grants to non-fiction writers. It's a useful source of funding since Finnish publishers pay out very little (ie almost nothing) in advance and in our case it took two years to get our book on the shelves! You don't have to be Finnish to join the association and they organise events throughout the year eg visits to publishers etc.
I have a feeling you have to be a published author in order to join the association.... (bit of a Catch 22, unless the rules have changed recently).
